Developers see a continued need for subsidies

Offshore wind can manage without subsidies within a few years, but it requires a stable, transparent market.

The European market for offshore wind has been characterized by tough competition which has contributed to plunging prices in the latest tender rounds in countries such as Germany, The Netherlands and the UK.

Last year, developers including Denmark's Ørsted and Swedish utility Vattenfall, won rights to install projects in Germany and The Netherlands with zero-subsidy bids.
