At least eight North Korean tanker vessels loaded with diesel oil have this year departed from Russia headed for North Korea, even though the ships had officially listed different destinations. This practice undermines the sanctions imposed on North Korea, say US diplomats according to Reuters.
The diplomats cite their own data about the vessels' movements, but there is no documentation that the ships have done anything illegal, as there is no law against changing course en route, just as there is no documentation that the ships unloaded the oil in North Korea.
